Portugal’s NHR programme helped make the country a destination for expatriates and international entrepreneurs. IFICI, often called “NHR 2.0”, keeps tax incentives available over a ten-year period for qualifying professionals. The 20% rate on eligible Portuguese employment and self-employment income is a central benefit.
The original NHR also gave selected income a ten-year benefit period. General access was repealed from 1 January 2024, while existing beneficiaries and qualifying transitional cases retain their own legal position.
IFICI stands for Incentivo Fiscal à Investigação Científica e Inovação: a targeted incentive for scientific research, innovation and other legally defined work. Your personal profile, actual activity and the appropriate business arrangement determine how it can fit your relocation plans.
Transitional Measures for Ongoing Moves
If you had already set your move in motion in 2023, you may still fall within the old NHR transitional rules. Tax residence had to begin by the end of 2024, with evidence of the required earlier links to Portugal. Property contracts, school registrations and residence applications can be relevant documents depending on the case; each must meet the conditions and dates applicable to that evidence.
The normal registration deadline for effect from 2024 was 31 March 2025. A later approved registration takes effect only from the application year and leaves only the remainder of the original period. The official NHR information explains these cases.
A Fresh Start with NHR 2.0
For people relocating to Portugal after 2023, IFICI creates a targeted route to tax benefits. It covers specified activities alongside qualifying employers, companies or institutions. A person working in research or taking an eligible role in a certified startup can compare that professional profile with the conditions. This turns a broad wish to relocate into a specific opportunity to assess.
What About Existing NHR Holders?
Existing NHR holders can generally continue to enjoy the benefits until their original ten-year period expires. That remaining period provides a useful starting point for planning future income and asset decisions. Planning beyond it uses the rules then applicable: people who use or have used NHR are excluded from IFICI.
Key Features of NHR 2.0
Qualifying professionals benefit from a 20% rate on eligible Portuguese net employment and self-employment income in categories A and B. The benefit falls within ten consecutive years from the relevant year of tax residence, with continued eligibility. This creates a period in which professional activity and tax planning can be coordinated.
Selected foreign-sourced income, such as dividends, interest and rent, can also be exempt in Portugal according to its actual category and source. Foreign pensions in category H are excluded from the IFICI exemption and follow ordinary rules and any applicable treaty. Income from entities in listed preferential-tax jurisdictions receives special treatment, including a 35% rate. A complete calculation also accounts for foreign withholding taxes.
NHR 2.0 focuses on work in scientific research, innovation and qualifying businesses, shifting from the broader approach of its predecessor.
Who Is NHR 2.0 For?
The rules target academics, researchers and highly qualified professionals in specified arrangements. Certain roles in qualifying companies and certified startups can also be covered. For entrepreneurs and investors, eligibility follows the qualifying function actually performed, such as a legally covered management or employment role.
Three levels guide the assessment: your personal eligibility, actual work and the legal conditions for the institution or company. Personal requirements include Portuguese tax residence and no Portuguese residence in the preceding five years; previous special regimes can exclude access. Some activity categories require particular qualifications and company evidence. These details make access possible to assess against your own plans.

Securing NHR 2.0 Status
Preparation combines Portuguese tax residence with evidence of IFICI eligibility. Non-EU citizens also choose an appropriate residence route, such as the Golden Visa, D7 or D2. The residence procedure covers lawful stay; the IFICI application covers the tax incentive. Both are aligned with how you will actually live and work.
The application is made through Portal das Finanças, normally by 15 January of the year following the start of tax residence. A later application can take effect only from its application year, without restarting the benefit period. Keep evidence of your work, qualifications and the company’s eligibility, and report relevant changes. The tax authority’s IFICI booklet explains the procedure and deadlines.
Summary
Both prospective movers and existing residents need to understand their position under NHR 2.0. For qualifying candidates, the regime offers a way to combine professional plans with life on the mainland, in Madeira or the Azores.
The decision becomes concrete when you bring together your professional profile, the company conditions and your income sources. The official FAQs support that comparison. Qualifying professionals can then connect the prospect of life in Portugal with a clear view of the available tax treatment.
